- Preheat your oven to 350°F (175°C).
- In a large skillet over medium heat, cook the ground beef until browned, about 7-10 minutes. Drain excess fat.
- Stir in taco seasoning and water with beef, and simmer for about 5 minutes.
- Add in salsa and cook for an additional 2 minutes.
- Mix black beans and corn in a separate bowl.
- Spread a thin layer of the ground beef mixture in the bottom of a 9x13 inch baking dish.
- Place one tortilla over the beef, then spoon on the bean-corn mixture.
- Repeat layers: beef mixture, tortilla, bean-corn mixture, and cheese until all ingredients are used, finishing with cheese on top.
- Cover with foil and bake for 25-30 minutes.
- Remove foil and bake for an additional 10 minutes.
- Let cool for 5 minutes before garnishing with sour cream, cilantro, and green onions.
