In a large mixing bowl, combine the shredded chicken, cream cheese, cheddar cheese, garlic powder, onion powder, chili powder, salt, and black pepper. Mix until well combined and creamy.
Preheat your oven to 400°F (200°C). If frying, heat oil in a large skillet over medium heat.
Place a tortilla on a clean surface. Spoon about 2-3 tablespoons of the chicken mixture onto the center of the tortilla. Roll it tightly, folding in the sides as you go.
If baking, place the rolled taquitos seam-side down on a baking sheet lined with parchment paper. Lightly spray the tops with cooking spray. Bake for 15-20 minutes or until golden and crispy.
If frying, carefully place the rolled taquitos seam-side down in the hot oil. Fry for about 2-3 minutes on each side until golden brown and crispy. Remove and drain on paper towels.
Serve warm with salsa, guacamole, or sour cream for dipping.
