  1. Preheat your oven to 375°F (190°C) and season your sirloin steak generously with salt and black pepper.
  2. In a large skillet, heat 2 tablespoons of olive oil over medium-high heat and sear the seasoned steak for 2–3 minutes on each side.
  3. Lower the heat, add 3 tablespoons of butter, and melt completely before adding minced garlic. Sauté for about 30 seconds.
  4. Stir in 1/4 cup of all-purpose flour and cook for 1 minute to form a roux for the cheese sauce.
  5. Gradually whisk in 2 cups of milk and 1 cup of beef broth, stirring regularly until thick and creamy.
  6. Cook cheese tortellini according to package instructions, but undercook them slightly; toss with olive oil to prevent sticking.
  7. In a greased 9×13 baking dish, combine cooked tortellini, seared steak cut into bite-sized pieces, and creamy cheese sauce.
  8. Sprinkle 1 to 1.5 cups of shredded mozzarella cheese over the casserole to create a cheesy topping.
  9. Bake uncovered in the preheated oven for 20–25 minutes until the cheese is bubbly and lightly golden.
