- Preheat your oven to 350°F (175°C) and prepare your baking pan by greasing it and lining it with parchment paper.
- In a mixing bowl, cream together the softened salted butter, light brown sugar, and granulated white sugar until light and fluffy.
- Add the eggs, vanilla extract, and kosher salt, mixing until well combined.
- Gradually mix in the baking soda and all-purpose flour until just combined.
- Fold in the semi-sweet chocolate chips evenly throughout the dough.
- Press about ¾ of the cookie dough into the prepared baking pan to create a base layer.
- In a saucepan, combine the sweetened condensed milk and soft caramels over medium-low heat, stirring until smooth.
- Pour about ¾ of the caramel mixture over the pressed cookie dough, spreading it evenly.
- Using the remaining cookie dough, drop spoonfuls over the caramel layer.
- Bake in the preheated oven for 25–30 minutes until the edges are golden and firm but the center remains soft.
- Sprinkle flaked sea salt over the top of the bars immediately after removing them from the oven.
- Allow the bars to cool completely before lifting them out of the pan and cutting into squares.
