Step‑by‑Step Instructions
  1. Preheat your oven to 350°F (175°C) and prepare your baking pan by greasing it and lining it with parchment paper.
  2. In a mixing bowl, cream together the softened salted butter, light brown sugar, and granulated white sugar until light and fluffy.
  3. Add the eggs, vanilla extract, and kosher salt, mixing until well combined.
  4. Gradually mix in the baking soda and all-purpose flour until just combined.
  5. Fold in the semi-sweet chocolate chips evenly throughout the dough.
  6. Press about ¾ of the cookie dough into the prepared baking pan to create a base layer.
  7. In a saucepan, combine the sweetened condensed milk and soft caramels over medium-low heat, stirring until smooth.
  8. Pour about ¾ of the caramel mixture over the pressed cookie dough, spreading it evenly.
  9. Using the remaining cookie dough, drop spoonfuls over the caramel layer.
  10. Bake in the preheated oven for 25–30 minutes until the edges are golden and firm but the center remains soft.
  11. Sprinkle flaked sea salt over the top of the bars immediately after removing them from the oven.
  12. Allow the bars to cool completely before lifting them out of the pan and cutting into squares.
