- In a large pot over medium heat, brown the ground beef and Italian sausage with chopped onion and minced garlic for about 8-10 minutes. Drain excess fat.
- Stir in crushed tomatoes, tomato paste, tomato sauce, and water. Season with sugar, dried basil, fennel seeds, salt, and pepper. Simmer for 30 minutes.
- In a medium bowl, combine ricotta cheese, egg, salt, pepper, and parsley until smooth.
- Preheat oven to 375°F (190°C). Spread a layer of meat sauce in a baking dish. Layer with noodles, ricotta filling, and mozzarella. Repeat until ingredients are used, ending with mozzarella on top.
- Cover with foil and bake for 25 minutes. Remove foil and bake for an additional 15-20 minutes until cheese is bubbly and golden.
- Let the lasagna cool for 15 minutes before slicing and serving.
