- Grease the inside of a 4-quart slow cooker with non-stick spray.
- Layer 1/3 of the frozen hash browns at the bottom of the slow cooker.
- Sprinkle 1/3 of the precooked ham or bacon, followed by 1/3 of the diced onion and green pepper. Season with salt and pepper.
- Sprinkle 1/3 of the medium cheddar cheese on top.
- Repeat the layering process two more times with remaining ingredients.
- In a bowl, whisk together the eggs and whole milk until fully blended.
- Pour the egg and milk mixture over the layered ingredients in the slow cooker.
- Cover the slow cooker and cook on low heat for 6-8 hours.
