- Cut chicken thighs into bite-sized pieces, season with black pepper and salt. Marinate for at least 15 minutes.
- Heat vegetable oil in a skillet over medium-high heat. Add marinated chicken and sauté for 5-7 minutes until golden brown. Remove and set aside.
- In the same skillet, add sliced onion and green bell pepper. Sauté for 2-3 minutes until softened.
- Add minced garlic. Cook for about 1 minute, stirring constantly.
- Return chicken to skillet, add soy sauce, oyster sauce, and sugar. Stir well and cook for 2-3 minutes.
- Mix cornstarch with water to create a slurry. Add to skillet while stirring continually. Cook for 1-2 minutes until sauce thickens.
- Taste and adjust seasoning with salt if necessary. Cook for another 5 minutes.
- Garnish with green onions and serve immediately over rice or noodles.
