- In a large skillet over medium heat, add 1 pound of ground beef and cook until browned, about 5–7 minutes. Stir in 2 tablespoons of soy sauce and 1 teaspoon of chili flakes. Remove from heat and set aside to cool.
- Fill a large shallow dish with warm water. Dip each rice paper wrapper into the water for 10–15 seconds until soft. Lay the soaked rice paper flat on a clean, damp kitchen towel.
- Place a fresh basil leaf at the bottom center of the rice paper wrapper. Spoon a small portion of the beef mixture onto the basil, followed by thin slices of your chosen vegetables. Fold the sides over, tuck the bottom up, and roll tightly.
- Once all rolls are assembled, arrange them on a serving platter and serve with your favorite dipping sauce.
